No parking ... maybe

I was just wondering if someone could find out why the city of Sikeston spends money on No Parking signs from Smith Street out past the rodeo grounds. And then you drive out to the rodeo grounds where the Cotton Carnival is going on, and there's people parked all over the place where it says No Parking. And there's two police cars parked out there by the signs that the city has put down. I just find it hard to believe why we waste our money if they are not going to enforce stuff.
