Portageville Gearing Up for New Wastewater Treatment Facility
PORTAGEVILLE, Mo. – Last Thursday, USDA Rural Development Area Director Phyllis Minner announced a Water & Waste Disposal Loan of $3,000,000 to the City of Portageville. The funds are being used to construct a new treatment plant to handle additional flows and meeting future regulations.
“We are extremely grateful in receiving this funding from USDA for the building of the new waste water plant. This funding, plus other funding we have received from the other agencies will go along way,”said Portageville Mayor Floyd Simmons. “We are hoping that we will come in under budget on this, and I hope the future board of alderman will use the left over funding on the water systems and do some upgrades on it without having to come the public again for more funding,” Simmons added.
The total funding received the different agencies for the new waste water treatment is below:
• Department of Economic Development – Community Development Block Grant (CDBG) - $2M – Grant
• USDA-Rural Development $3M – Loan
• Economic Development Administration (EDA) $1,635,740.00 – Grant
• Delta Regional Authority (DRA) $200K - SEDAP Grant
“Having an up-to-date treatment facility is very important to the livelihood of any community,” said Minner. “The City of Portageville is taking proactive steps to make improvements to their wastewater treatment system for long term use. We are proud to be in partnership with the city to assure they have a system in place to preserve and improve the quality of life for the community.”
The City of Portageville is home to SRG Global, Inc., a major supplier of metal plated plastic parts for the automotive industry, and an integral part of their local economy. SRG Global’s existing facilities, including their industrial waste treatment system, is being replaced with new equipment and is being expanded to improve parts production. After the new SRG facility is constructed, the industrial waste treatment system will be designed and operated as an industrial pretreatment system for discharge to the local sanitary sewer collection system, eventually flowing to the Portageville Wastewater Treatment Plant.
The Portageville treatment plant was originally constructed in the early 1980’s and has not changed since its original construction. The plant has a permitted capacity of 400,000 gallons per day, and operates at an average daily flow of 346,000 gallons per day. Once the facility begins accepting the pretreated industrial waste, there will be additional regulations applied to their operating permit. The city recognized that the existing treatment facility, although performing admirably, has reached the end of its useful life and that expanding the treatment capacity to accept the additional flows from SRG Global is critical to the economic survival of the community.
The new facility will provide the city with the capability of meeting future discharge regulations, as well as immediately improving their discharge quality.
The Water & Waste Disposal Loan and Grant Program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas.
