Why is signal so weak?

Yes, I’m calling in about KFVS-12. Does anybody know why their over-the-air signal is so weak? It’s like in the 20s. WPSD Channel 6 is in the 90s. I just wondered if someone knew why Channel 12’s signal is so weak?
