CHARLESTON -- A Charleston man faces several felony charges following a fuel theft investigation in Mississippi County. Donald Jacob Cissell, 29, is charged with two counts of unlawful use/possession of a device associated with transporting combustible fuel, class C felonies punishable upon conviction by up to seven years in the Department of Corrections. Cissell is also charged with stealing-- third or subsequent stealing related offense, a class D felony...
