SIKESTON - City Council members adopted a resolution establishing the policies and guidelines for using the new community services building at the recreation complex as recommended by staff during Monday's meeting.

Among the terms listed in the policies and guidelines:

Individuals must be at least 21 years of age to reserve the building.

Fees are set for one-third, two-thirds or full room areas for periods of: less than four hours, a half day, a full day and a weekend.

Individuals, organizations and businesses renting the building to stage for-profit events will be charged an additional fee to be determined on a case-by-case basis.

A deposit of half the rental fee but not less than $25 must be posted to hold a reservation. The amount is refundable with all cancellations made at least 30 days prior to the reservation date.

All fees and balances must be paid within one week of the scheduled event.

A refundable cleanup/damage deposit equal to the rental fee will be required of each renter as well. Renters are responsible for cleaning up and removing all items brought on the premises.

Use of the kitchen requires an additional $25 fee, but there is no charge for the kitchenette.

Renters are liable for all damages.

The facility will be available for rent from 8 a.m. till 1 a.m. seven days per week. Activities must be concluded by midnight to allow ample time for clean up and vacating the facility.

The facility will not be available for rent on Christmas Day, Thanksgiving or Easter.

Renters must not tape, pin, nail, staple or otherwise attach anything to the ceiling, walls or floor.

Alcoholic beverages will be permitted on the premises, but the renter must contact the city treasurer to insure compliance with all state and local laws. No smoking will be permitted in the facility.

Council members also awarded the bid for tables and chairs for the community building to the low-bidder, Hertz Furniture Systems, for $23,176.93 as recommended by staff.

Also bidding was Scheffer's Office Furniture and Business Machines for $25,862.42.

Items included in the bid include 32 round and 20 rectangular aluminum tables, 250 banquet chairs, carts to move the tables, dollies to move the chairs and two speaker's lecturns.
