Lt. General James C. Riley, commanding general of the Combined Arms Center and Fort Leavenworth, presents the Distinguished Service Cross to Penny Evans and her mother, Jeanetta Evans, family of the late Winford Alvin "Wink" Evans, during a ceremony at the Imogene Ruth Albritton Mayer Center for the Arts Saturday.

Evans earned the award during World War II for extraordinary acts of heroism during the liberation of Luzon in the Philippine Islands but was never presented with the medal.

The DSC, second only to the Medal of Honor, is awarded only for bravery. Only 4,000 were awarded to the 7 million serving in World War II, two-thirds of those posthumously. Also pictured is Command Sgt. Major Aaron Henderson.
