Get rid of panhandlers

I was wondering if someone could tell me what court, if any, decided it was legal to stand at a traffic light and panhandle. Because this is getting ridiculous here in Sikeston. We have a bunch of out-of-towners coming and no telling where that money is going. They’ll saying it is going one place and then it’s not. I just think it needs to be illegal again. Miner has signs up that say “no loitering” at the intersection where people were panhandling. Maybe Sikeston can do the same thing. I know there is a lot going on but this is a safety issue. I wish somebody could tell me who to contact to get this law passed. Thanks.
