Social Security bill

I would like to know why Biden is passing a bill for Social Security for certain people that work for the government and then it was based on everybody that worked. If they don’t like what they’re getting, they need to get out there and get a real job. I don’t understand how this is happening because he’s making it a partial here and a partial there. I’d like to have it explained. Thank you. very much.
